E-Government in Malaysia: Its implementation so far and citizen's adoption strategies

E-Government (electronic government) also known as digital government or online government. It provide a platform for exchanging information, providing services and transacting with citizens, businesses, and other sectors of government with the using of IT and e-commerce.

Nowadays, the applications of E-Government in Malaysia are becoming popular, for example, e-Filling, KWSP’s i-Akaun, KWSP’s kiosk machine, E-Perolehan, registering or renewing licenses and tracking state regulations. Basically, the interaction parties of E-Government can be categorized into few types, which are Government-to-citizens (G2C), Government-to-business (G2B), Government-to-government (G2G) and Government-to-employees (G2E).

Let us briefly talk about the e-Filling in Malaysia; it allows tax payers submit their tax payable assessment form through internet by filling the virtual online form. With e-filling, it reduces the workloads of Inland Revenue Board and provides convenient services for tax payer.

Although e-government brings lots of benefit to users, most of the citizens reluctant to use it. The common problems encountered by consumers are as follows:

  • Lack of knowledge in operating computer or using internet functions.
  • Lack of confidence towards the system security due to the happen of severe online fraud cases. They don't willing to reveal their information under the internet based environment.
  • Users worries about the accuracy of online processing, potential errors such as double transaction or omission of transaction.

Here are some suggestions to encourage more citizens to use the e-government application:

  • Increase the security and reliability level of the e-government application to enhance the confident level of users.
  • Provides more guidance and education to users and let them understand more on the overall e-government processing.
  • Maintaining and testing the system recently to minimize the potential errors.

This action may bring kickback from some misappropriation of those personal informations. Today, ecommerce is certainly nothing new. People purchase online newspaper, digital images, games, CDs, and many other products and service every day. All of these online payments were small, typically under $5. Credit cards or debit cards do not work well.

Review on a post on e-tailling from My E-Commerce blog- Amazon launches SMS shopping

After reviewed a post that related to e-tailing from My E-Commerce blog (http://ecommerze.blogspot.com/search/label/e-Tailing), I would like to share some personal opinion. The post i reviewed is about Amazon.com, an e-commerce giant, launches their new business practices- SMS shopping on 1st April 2008.

For this SMS shopping, I am very interesting in this practice. This is the first time I heard about SMS shopping. In Malaysia, I never heard SMS shopping from my family members, friends and anyone around me, maybe one of the reasons is Malaysian basically do not have those habit perform their business transactions not so directly and thus do not have interest to know such practices.

E-tailing, also well known as online retailing become more and more popular because there are less costly and have a bigger market. However, the more popular the online retailing represents the more competitive in such market. Online retailer need to launches more special idea and those practices to differentiate them self with others that can bring convenience to the customers just like the SMS shopping above mentioned.

As a new generation, I would still like to try this “SMS shopping” although I also lack of confidence to perform such business transaction just like most of the Malaysian. The reason is, why not we try? Maybe we will love it after we try………….

The application of pre-paid cash card for consumers

Phishing



Phishing(fish for information) is one type of criminal activities which use social engineering technique attempt to trick people in order to get the personal sensitive information such as account username, password, credit card information fraudulently through the internet.

User receives an e-mail that is pretend a true company or bank like paypal, ebay, HSBC bank and etc sent by phisher. In the e-mail, it provide link to a fake spoof websites. The users feel that they are login in to the real company or bank’s website. The user unknowingly provides the personal information to the phishers.

Some identification of phishing mail:

1."Dear customer"- normally,if the company or bank send to you,they will use your full name.

2. most companies wouldn't ask or confirm personal information through the e-mail or phone.

3.most companies wouldn't require customers to reply in a short period.

4.you can type the company's website yourself , it is more safety than click the link in e-mail.

5.e-mail maybe in poor grammar or misspelling.

The application of 3rd party certification programme in Malaysia

When conducting e-commerce transactions, do you have sufficient confidence on the security? Can you sure that the web page is the official web page? Causes of success

Customers can return online products that did not fit to any Gap store whereas pure-plays customers had to mail back products. Company saved 49.9% of total costs for a Bricks-and-Mortar department stall.

An example of an E-Commerce failure and its causes-- Kozmo.com


Kozmo.com was one of the failure cases in the E-commerce industry and was founded in 1997 by investment bankers Joseph Park and Yong Kang with $4.5 million capital which rose from private investors.

The mainly service is delivering the goods with an attractive idea that is free of delivery charge. Customers can order wide variety products such as video, books and snack food from internet and it would be free delivered to them within one an hour even during the rainy day. It was attracted a lot of customers at that time, unfortunately, a tragedy was fall to Kozmo.com because of this attractive service provided.

Although the Kozmo.com received a lot of business, but the company was still unable to cover its expenses and costs. It was obviously showed that they can not afford the delivery cost after expanding its business to seven cities. The most significant is in year 1999, it had $3.5 million in their revenue but it faced a net loss about $26.4 million. The company tried to cover it with a charge on partly transaction, but it still unable to change the fate of the Kozmo.com. In the April of year 2001, the company ran out of its money and lay off its employees.

The main causes are the delivering fee was hard to be covered from the gain of selling the product and it was too difficult to expand its business to larger market. The analysts pointed out that the Kozmo.com must increase its customers' average orders and create an efficiency route structure that messengers can make multiple deliveries on something approaching a door-to-door basis. It is truly a loss of internet user that unable to enjoy this convenience service.

The history and evolution of E-Commerce

E-commerce is also known as electronic commerce. It is the process of buying, selling, transferring or exchanging the products, services, and/or information over the electronic system like internet and/or other computer networks.
The meaning of e-commerce has changed over the last 30 years.
Originally, e-commerce refers to the facilitation of commercial transactions electronically, using technology such as Electronic Data Interchange (EDI) and Electronic Funds Transfer (EFT) which are both introduced in late 1970s.
In 1980s, credit cards, automated teller machines (ATM) and telephone banking are also accepted as forms of e-commerce.
From 1990s onwards, enterprise resource planning systems (ERP), data mining and data warehousing would also additionally be included in the meaning of e-commerce.

There are several steps involved in the history and evolution of e-commerce:
1st step=>
Development of Electronic Data Interch
ange(EDI)- EDI is a set of standards developed in 1960s to exchange the business information and execute the electronic transactions. But, there are numbers of EDI formats to be used by business and hence the companies is unable to interact with each other. In 1984, EDI was standardized through ASC X12. This enable the companies to complete transactions with one another stably and reliably.
2nd step=>
Development of online retailing
- In 1992, CompuServe offers online retail products to its customers. This is the first time that the people are able to buy things off their computer.
3rd step=>
Development of web-browser

- In February of 2000, some major players of e-commerce such as Yahoo, eBay and Amazon were attacked by the hackers. The attacks represent the need to improve the security in the development of e-commerce.


Current step=>
E-commerce applied broadly compared with old time; however the development of e-commerce is embarrassed by the security issue.

Who am I??

I am Mei Jin from Johor. My secondary school is Foon Yew High School and now I am the student from Utar of Y3S1 Accounting Tutorial Group 1 and will be graduated in the following year. My hobbies are playing badminton and watching drama. Beside that, I also like to spend my free time with my computer either surfing website or playing computer game. (Tell you a secret…I got quiet a lot of mini games…^^).My favorite animal are panda and hamster. I rear hamsters before, but very sad……they all died with same diseases. For panda, it is very impossible for me to rear it, because they will cost me a lot on their favorite bamboo.^^

This website is created by my classmate in secondary school. It is a place for all my secondary school classmate to communicate with each other.

I can get the various news same as the newspaper from this website.

It is a very good search engine for me to search information, article, pictures and etc related website link.

The top 5 activities which I always do by using internet are chat with my friends with MSN, play online games such as Dota, gather information for my assignment, watch the online drama with ppstreamplayer and read the online newspaper.
